BCMW Community Services, Inc. Request for Bids
BCMW Community Services, Inc. is soliciting sealed bids from qualified vendors for the procurement of weatherization materials, Illinois-licensed plumbers, guttering companies, and pest control services under the Weatherization Assistance Program (WAP). This solicitation is in compliance with 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
This procurement will support the weatherization of approximately 67 homes over a twelve-month period, commencing July 1, 2025, and concluding June 30, 2026.
Scope of Work
Weatherization Materials – Items may include but are not limited to:
- Insulation (fiberglass, cellulose, etc.)
- Energy-efficient refrigerators
- Central air conditioning units and furnaces
- Water heaters
- Two-part and one-part foam insulation
- Air sealing materials
- General building materials & ancillary items
Services / Contractors
- Plumbing Services – Must be Illinois-licensed and provide services within Bond, Clinton, Marion, and Washington counties.
- Guttering Services – Includes both materials and labor for the installation of gutters.
- Pest Control Services – Comprehensive pest control for weatherized homes.
Bid Submission & Deadlines
Notification of Interest can be completed at https://bcmwcommunityservices.org/procurement-2026 or mailed to BCMW Community Services Weatherization Program at 1261 Gary Street, Centralia, IL 62801. Deadline: February 28, 2025, by 9:00 A.M. CT.
Bid packets will be available for download at https://bcmwcommunityservices.org/procurement to vendors who have submitted a Notification of Interest as outlined above.
Completed bids must be submitted in a sealed envelope and received at the BCMW office by April 2, 2025, at 9:00 A.M. CT. Additionally, bid submissions will be accepted via email only from Tuesday, April 1, 2025, until April 2, 2025, at 9:00 A.M. CT. BCMW also anticipates allowing registered vendors to upload their bids via our website upon receipt of the Notification of Interest.
A public bid opening will be held on April 3, 2025, at 10:00 A.M. CT at the BCMW Weatherization Office, 1261 Gary Street, Centralia, IL.

All procurement procedures will adhere to 2 CFR Part 200, ensuring transparency, competition, and cost-effectiveness.
